If ultimate milage is what you want, be prepared to be abused by other drivers for going too slow! If you want better economy I suggest, Skinny tires(at correct pressures) to reduce friction, lowering the ride height to increase aerodynamic effect, NO A/C, NO speeding over 50mile/hour, NO racing from start, leave the spare jack tools at home. remove anything that isn't needed. Exhaust headers will help but don't change the standard pipe. A good aircleaner can never hurt. If you can, remove the A/C belt from engine.
Depends on the car. Newer EFI jobs are calibrated to everything and may end up just sounding louder without a performance chip in the ECM. (Ebay). Older cars will see some change. But, remember, you have the cat (if installed), muffler, and exhaust pipes, also. If they are smaller than the header pipes, there will be no advantage.
