Law enforcement: Someone left note on car just because the alarm went off for 15 min?

My car alarm went off for 15 min before I could turn it off. In that time, someone already put a note saying to turn it off.Why are people so impatient? Do I need to be concerned that this person might do more if it accidentally goes off again?Advice please?

if it is carb legal, that means it has been tested to not effect emmisions, and is in fact california legal, you usually have to pay more for a carb legal part but they are usually better quality anyways.
No they are really illegal. Like they will take your car away. It happened to my friend and hes trying to get it back now. It wont pass smog with it.
In CA, it is legal as long as you don't make the vehicle louder (drive-by noise regs), or change or remove any part of the factory emission equipment (or create the vehicle to fail smog checks).
REPAIR the alarm. It should reset itself in less than 5 minutes. If the thief is not gone in 15 SECONDS, the alarm is not doing any good.
ask yourself this, how effective are car alarms anyway? more or less banned around here. at least in the city limits. why? they are not all that effective and they do disturb everyone. how would you like to be trying to sleep through that racket? this is probably the reason that someone left a note. 15 minutes? average car thief would have disabled the alarm and been on the other side of town in that length of time. unless you live in a violent neighborhood i wouldn't think anyone would actually vandalize your car for it. more likely to call the police.
