If I lay one of these signs on top of another upside down sign, why dont they repel each other

This phenomenon occurs with all magnets. In a simplistic approach the reason has similarities to that of electrostatics. Namely that like charges repel and opposite charges attract. Well, in the mangets case there are physically no such thing as magnetic charge, instead all magnets have a North and South pole. If you bring a North pole of one magnet towards a north pole of another magnet they will repel eachother (Same goes for south pole with south pole).
