Answer:

European .22 ammo is not exactly the same size as American .22 ammoIn most cases, this doesn t make any difference, but since the Stoeger Luger was made in Europe, the chamber may be just a couple of thousandths of an inch smallerAsk your gunsmith to make sure the chamber is reamed to take standard diameter American .22 caliber ammoI had it done to my Stoeger and now it runs fine with any brand of ammunition.
One possibility is to take a piece of Mylar (the silver foil-like material helium balloons are often made from, or the inside of potato-chip bags is often shiny silver too - just wash it carefully) and wrap it around a piece of cardboard, wood, or even styrofoam (like a meat tray) and tape it in placeIf you have a spare picture frame whose glass is the right size, you could either tape the Mylar to the back of it or spray-paint one side of the glass with silver or chrome spray paint (use it with the unpainted side out)If you can't get Mylar, you could even use aluminum foil, but you have to handle it very carefully to keep it from crinklingGood luck!
Cause might be recoil spring is too heavy, try a lighter pound weight springIt might also be an ammo issue, try a high velocity , stinger, velocitor, mini mag, aguila super max etc, if none of that helps, take it to a gunsmith.
