Answer:

check to make sure the door is hooked on to the chain. or screw or belt
didnt know cars had garage doors, but make sure the connecting thing with the red rope is connected to the metal piece it goes to.
Geez, I've had so many issues with my garage door opener. Mine is a heavy double wooden one. First, I would check the sensors to make sure they are still aligned and that nothing is obstructing them. This happens alot. Usually, you can override the mechanism by holding down the button to close it. If that did not work, check your springs. They're up toward the top above the door where the middle bar brings the door up and down. You may only have one if it is a single garage door. If it is broken it may need to be replaced. Both of my springs have had to be replaced within the last five years. . Last resort, call a garage door company. Be sure to call around for estimates and good luck.
If you can hear the noise it makes I can guess that the motor is running. It has lost connection with the screw, chain or other mechanism that pulls the door. ADDED: Don't stick a screwdriver into the up/down adjustments - if the door operated normally before it failed, these won't have any effect on the problem othen than messing up the adjustments after the problem is repaired.
