all the switches are off tail lights remain on
This is probably your brake light switch.It is located under the dash above your brake pedal.You may be able to adjust it,but it may need to be replaced.It's either that,or your headlight switch is faulty,and will need to be replaced.Check to see if it is in fact your tail lights or if it's the brake lights instead.Have someone watch while you depress the brake pedal.If nothing happens then it's your brakes.If they light up while depressing the brake pedal,then the problem is indeed with your tail lights.

The problem is caused by the brake light switch witch is mounted bellow the dash where the brake pedal fits to the brake booster from inside.it got two wires coming in.The problem could be caused because the switch needs adjustment or because the switch is internally damaged which means it needs a replacement.And allso-there is a small plastic or rubber piece which is fitted to the brake pedal where the switch comes to contact with.If this part is broken or missing that means that the switch will not function.If this is the problem just stick something with right size to the position where the rubber or plastic piece should be.That should fix the problem.
Some vehicles are equipped with a return spring on the brake pedal that stretches or breaks with use/age. Pull up on the brake pedal and see if the lights go out. If they do A quick/temporary fix might be to install a spring/bungee cord from the brake pedal assembly to the under side of the dash be sure it doesn't obstruct foot movement and proper use of ALL pedals in the car.
