My Internet Service Provider is reluctant to bump the speed even though I am playing for it?

The ISP is SBC ATT , is there a specific reason that they do not want to give higher speed?

Hello and thank you for calling the Mascara Queen. LOL Wagreen's lets you return make up if you don't like it. For awhile I was switching mascaras every couple of weeks and they were teasing me! LOL So, I am saying I want the same out of mascara that you do and have tried several kind. (I returned the Clump Crusher) For months I was very happy with Lash Stiletto. Then my daughter turned me on to Maybelline Colossal volume express - Cat Eyes. (yellow tube with cheetah print) This has been my new favorite for months now. Sometimes I can work them all the way to my brows almost. A trick I use after I have had the mascara a while, is to wipe the brush clean. It gets out all the older gluck and puts on all new. I notice when it stops working as well, it has been at least 3 months or more and it is time to replace it. TRY IT, TRY IT ! I LOVE IT, LOVE IT !!! Go to some place like Walgreens where if you keep your recpt, you can bring it back when ever you want. Hope this helps!
I would first think about how old the batteries are, and replace them if they are more than a few months old. I would also try pushing the test/reset button quickly, that might reset the alarm. If that still doesn't work, I would hold down the test button and let the alarm beep, and repeat this step. If still no luck, I would replace them. After about 5 years, they should be replaced anyway. Don't tough the breakers, these don't use a normal breaker switch like other power in the house, they use a low voltage wire, thats IF they are hard wired.
