No problem for the resins. If you were going to consistently run a softener at say 4degrees c you might want to consider that factor in sizing the bed. but that pretty much falls into the area of nuance. The resins don't care they just want to exchange ions. Also resin selection is important. Ask the resin vendor for information about the effects of colder water on the performance of his resin. Don't let him pull your leg it makes a slight but real difference in the product water. If you don't have a choice about resins don't worry about it.
you can try snow tires, but also deflate the tires a bit to increase contact patch. Don't forget to properly inflate them when the clear the roads. Good luck
