What type of cloth or material should I use to make a flag for my school‘s band? I want something that is good in rain and on the cheap side. Also, what type of paint should i use to paint my design on it? Also needs to be semi-water resistant

Canvas. if you cant find at the fabric store, go to a military surplus and use an old duffle bag, theres plenty of material and paint sticks to it very well, so do colored sharpies.
I think the best thing to use is is a polyester-nylon shower curtain type of fabric. You can buy it buy the metre or just buy a shower curtain. It can handle the weather and it dries fast. All you need is some large pieces of cardboard and cut out a stencil of your school's band logo then place it over the fabric. Then use cans of oil based spray paint and spray over the stencil. If you need to spay a few colours make sure you read the spray paint instructions on how long it takes to dry. If the design of the bands logo is not to detailed you can use a permanent maker to draw the logo. Permanent makers come in a good range of colours to choose from.
