No brackets on baby molars?

I am nineteen and I have braces. I still have a few baby teeth left in my mouth (one on each side behind the bicuspids and before the first adult molar) and I was wondering why my orthodontics has left those baby teeth with no brackets. (I only have it on a tiny bit over two months and not yet three months). Will he put them on later? I am not quite sure what his plans are for me besides expanding my top arch but I'm just curious. Also, will the adult molars all the way in the back get brackets later on as well? They have none at the moment. Thanks for answering!
