If the hole is bad enough to be a problem, they shut off the hydrant and replace the hose. The VAST majority of the time, they DON'T even do that. They also inspect the hoses regularly. The odd sufficient wear not being detected LONG before a hole develops are fairly low.
Ignorance and love of complacency. People tend to get so content with the way things are, they start to believe that nothing should ever change or advance. It's sad. What new technology does is open up doors to learning new things ~ it actually makes us smarter. When I was in high school, it was SO difficult to research anything, and took 10 times longer than it does now. Kids today have a definite advantage because of access to technology. People blame things like video games or TV shows for violence because they always need a scape-goat. Instead of taking responsibility for their own lives the lives of their children, they place blame on an outside source. Thank god my mother was a decent parent. She let me watch horror movies crime dramas at a young age - but she explained to me the difference between reality and fiction. I was raised knowing a good sense of right and wrong, and to be my own person rather than following blindly like a sheep. If people would just embrace technology and see how it can help us all advance, the world would be a much smarter place.
