Answer:

Personally every reel I own is a Daiwa. Have had very good luck with themgetting ready to replace one myself and sticking with what has been good to me. Rod wise, I personally have an assortment. I picked up an ultralight by Falcon that might be a good panfish combo for you. Mine has served me well. I have a few spinning rigs various manufacturers (bass pro shops, berkley, daiwa) My casting rods I have been happy with, a daiwa procaster TI and I just picked up a Berkley IM6 Lightning rod at a great price. I would personally stick with the Daiwa reels.and match it up to a rod that feels right (all these rods were purchased over 15 years ago)
I'm don't do a lot of panfishing, so I can't really help you out on the second setup.
Some babies bite. Pull all their teeth out.
3 - 4 fingers between the skirts and the road, or between your top of your wheels and your body? 3 - 4 fingers between your skirts and the road already sounds like a scraper. Id leave it at that. I drive a 93 supra, it has not been lowered or anything and i wouldn't dare lower it, its already too easy to scrape out and it sounds higher than yours still. Depending on where you live, there are laws in regards to how low you can have your car. In Australia (where i am) the cops have a little measuring piece of plastic, and if it cant fit under your car, then its off to vicroads (dmv) for you!
