It is hard to answer since you havent said what state or country this is, only that it is cold, nor have you said if you are female, but I am guessing you are. I would suggest you wear jeans and layer a couple shirts, wear a cute fitting sweater and bring a jacket. I would suggest comfy boots since it is cold and to keep out the sand and probably gloves, especially if you are going to be drinking so hands stay warm. You may want to bring something to keep your head warm if it doesn't look too dorky. I would bring a couple towels or blankets to sit on and maybe a beach chair or two. You should bring it is a small duffel bag that wont let sand in and put your phone in a ziplock bag inside the other bag so it wont get sandy. If you a a girl, bring a comb and some lipgloss. If it is that cold I dont think you would be taking it in the water. Let people know where you are going and who you are going with. Have a great time and please be careful.
