On a roof, is the aluminum drip edge to be placed over the tar paper or under it.?

The current contract that I have proposed for my roof project indicated that my drip edge looks in good condition and does not need replacedIf this is so he will tear off the old roofing and when he puts on the new tar paper he will place the tar paper over the existing drip capOn the bottom of the roof where the gutters are I don't see this is as much of a problemOn the sides however it would seem that if it rained the water could get under the tar paper to the wood sheeting under itIs this a valid concernWhat is generally done with drip caps concerning tar paper.

There's really no way of knowing for sureTry emailing the seller again, otherwise I wouldn't buy it.
People do use d-edge on all sides of the roofThe ice and water shield which is the 4 foot sticky stuff [code]The felt has to be 30 lb I think.Then the d-edge goes on,the shingles should hang over the drip edge about 1/4The felt goes under the drip edge.Good Luck
