No there is no amulet but there is a ring similar to what you are describing. It is called the ring of forging and is only good for so many uses so after a while it will wear out and you will have to get a new ring of forging. either by making your own or buying it. It IS a members only item so if your a nonmember your not going to be able to get unless you upgrade your account.
It's the ring of forging. The theory behind the ring sounds great, right? But it's not as good as it sounds. The ring only lasts for 140 ores. It's not really worth it. I suggest getting 30 smithing and making steel bars. The XP isn't as fast, but it's more money and you're able to do it in F2P.
