The man may have had to give up some land for what is called public domain. Call City Hall, find out if this is the case. If the authorities took the land for the better of the public, or whatever, then he does not actually own , or have any right to it than anybody else. He might just be harassing, and know it. Find out, officially, who owns the road. Is there a county road sign there? It should be marked, but I think you want to use the road, so find out, for sure, who owns it.

Okay so dads a little flakey. I wouldnt call him weird either. Me? I dont do it and never did it myself because I dont get it. Maybe its all that keeps them together, who knows.
