we‘re moving into a new home that has hot pink ceremic tile as the kitchen counter top and back splash. Can we paint over the tile or do we need to remove the tile and start over with a new counter top.

You don't want to paint over them, what you need is to have them refinished or reglazed. this will cost about 30% of tile installation and would be the most economical in the long run. Refinishing the tiles would allow them to last 15-20 years with proper maintenance. Search your area for a tile refinisher/reglazer. Refinishing takes a manner of hours and they should be done in about 4 hours or so. You will be able to use the counters in 24 hours. It really is the only way to go, don't bother reinstalling tile, just have it glazed a color you are happy with! The contractor will be able to match any color you want, so this would be the best deal for your kitchen on a limited budget.
They do sell specific 'paints' to use over tiles/ceramic. Check your local Home Improvement store.
Replace the old ceramic tile with a new countertop. It is not very expensive if you get Formica. Check all the new patterns and styles they have. Like I said, it is the least expensive thing you can do for your kitchen and makes a world of difference to the looks of your kitchen. We had ours done a year ago and I couldn't be happier.
You should ask a paint store about this. Normally you can paint ceramic tile with latex paint, but I don't know if it would rub off by being used on counter top. Possibly use Melamine Paint, Or Epoxy Paint...Like I said go to a paint store and ask, Or Phone.
Don't do it. Remove the old tile and start over. You have to live with this for a long time (I'm assuming you own). Don't live with something thats not what you want. Even if you think down the road at resale value....a painted tile (I don't think you can even do it) would be a real black mark against the property.
