When my husband just deployed, his unit got new vehicles. And he certainly had his share of armor and gear when he left. It's true that because of budget limits and time for repairs, they are using refurbished and repaired equipment more often than not, but it's not like the gov't is just letting our soldiers sit there and rot away unexposed. The equipment may help keep a soldier safe, but the equipment does not MAKE the soldier.
photo or video proof? I've had my kids take video with their phones when it has happened to me. any prior reports on the same employee? NO? sounds like a warning is in order. I would advise your subordinates to report any future incidents in case they cross paths with resentful drivers. I use my phone as a dashcam.
