pc wont boot with 4pin power cable from psu plugged in.?

remove just this cable or use different hd and it works fine, is the hd broken or is it a power consumption by the hd issue? tryed a different psu and its the same problem, unfortunately not got another pc handy to check the hd on. Thanks In advance?

Answer:

the hard drive has a short or you might have the thing plugged in backwards (either cable)
