The picture is pretty clear. It's all cut wood and stock hardware. Just be aware that the can platforms must pivot. The dimensions aren't critical, just eyeball em'.
To make one like that requires some power tools and the ability to use them correctly. Unless you have them it might be best to buy one.. there are several available at prices under $20. If there are only a few cans to crush try using a brick. A good can crusher should be of metal or very stong plastic. A wooden one as shown would have a limited life span. If you make one I would suggest you add some metal plates to the crushing surfaces.
