I need to write the programming for a device that will use a circular, conical array of electromagnets that are pulsed in a specific way. It will need to measure the magnetic field of the earth constantly and thereby adjust the timing on a series of high discharge capacitors and switch a specific corresponding set of electromagnets in order to create a rotating magnetic vortex of a particular frequency that is resonant with the magnetic field of the earth. Is there any particular language or information I should research in order to do this?

Both great suggestions, but also make sure that your flex lines have not imploded, because a flex line that has internally come apart will also cause this same problem.

Dear Alex C, Earth magnetic field used to be measured uses magnetometer. Earth magnetic field always changes from time to time, because Earth magnetic field influenced by Sun magnetic field. There are regular observations on Earth magnetic field. Indexes used are A K indexes. Daily, Earth magnetic field could be monitor through radio on transmitters WWWV and WWWVH. You could try to find through internet how to receive these. After you know Earth magnetic field, eg. use your magnetometer, you should be able to develop same amount of magnetic field. Magnetic field could be developed by electric field (called electromagnet). Using Lorentz Law: F B i L where F: force , B: magnetic field , i: current , L: length of wire flowed by current , if you give more current to circuit, magnetic force would increase as well.
