If you live in the US landlords are required to keep this type of equipment in working order (this may also apply elsewhere). The fire alarm is hanging with exposed wiring so it IS a electrical code violation. Also, because it is a life safety device it is also a fire safety violation. Your land lord has to fix it at their own expense or they risk being fined hundreds of dollars. As for what you should do, try to put it back onto the base. I've installed this type of device before, all you need to do it press it onto the base and twist it counter clockwise. Sometimes painters (when they paint a apartment) remove them to paint around them and forget to put them back, politely explain it is not a light fixture that needs repair. It's a quick fix really. If you want to and if the landlord refuses to help you out just says thank you and mention you'll ask those nice men at the fire department to help you out. That will get his attention and light a fire under his butt to fix it!
