I reuse a plastic bottle, to carry water in. instead of buying one, every time I go out. (Which I think i ridiculous, water should not be sold ) My question is, I've heard that it's not healthy to reuse plastic bottles like this, because, you can't clean them properly. is this true? and are there ways to clean plastic bottles?

However, they can be used to refill half a dozen times. Dispose them after that as per the rules laid out in your city.

It's perfectly safe to reuse plastic bottles. Clean it with boiling water. You could buy a stainless steel water bottle from a camping store. There is nothing wrong with selling water. Of course what you are really paying for is the convenience of getting the water in a plastic bottle that you can take with you and the processing of the water to make sure it's clean. All of that cost money.
