The packing peanuts will work.to an extent, although the relatively large air gaps between the peanuts will lower the efficiencyStill a nifty recycling ideaWhat I would prefer is to by a sheet of the foil-faced high density foamboard, anywhere from 5/8 to 1, place under the plastic liner with the heater on topNot only will you get the insulation value of the foam, you will get the aluminum facing reflecting the heat upwards into the mattressYou can tape the joints with Aluminum heat duct tape (Duct tape isn't really used for duct work, aluminim tape is.) which will seal the seam and also reflectI think you will be amazed at the resultsIf you wish to use the peanuts also, you could, but, they are a potential nesting material for pestsI might avoid on that basis aloneGood luckAnd I too like a cold bedroom and a warm bedvery comfy.
