Remove aluminium oxide and it to stay off?

I know aluminium forms and oxide layer when in airIf I remove the oxide layer some how, say I do it underwater with wet and dry paper, would the oxide stay off and aluminium start reacting with the water to form aluminium hydroxide and hydrogen? My aim is to form hydrogenI dont have access to industrial chemicals like gallium which I would prefer.

Size 10 is a typical bedspread weight threadI don't know about nylon/rayon, I always use cotton.
This is the cotton that my British grandmother used to call bedspread cotton, I usually use South Maid brand sold at Walmart and Zellers
funny i use the same things they work for me keep on using them you'll get used to them it takes lots of practice
It isn't that easyH2O is very stable, and will not decompose into H2 and OH- simply due to contact with aluminumYou would need to pass an electrical current through the water to seperate the bonds, and would have to be very careful doing that so as not to ignite the hydrogen and oxygen you collect with a stray spark.
