Question:

Repairing cement?

there some cement in my garage that is crumbling and i was wondering if you can just clean it up and pour new cement over it or do you have to rip it out and start over.

Looks like very old and seems to have water working from the edges, just chip up the loose stuff and patch would be less costly.
Takeout the old cement thats crumbling and put new cement in it's place that should be ok.
By looking at the picture, I would break up the lose concrete, Then clean away all lose debree. At your local home center in the painting dept you will fined a two part exploxey leveling agant. this is what we use to patch finished floor in commercial buildings lasts for years. Simply mix the two parts together and pour into place self leveling. good luck.
clean out anything that is loose and hit it with a wire brush and clean it off with a brush...paint it with a concrete bonding agent and top with a portland cement mix...keep troweling it until hard...
Looks like a poor mix. I would replace it as it will continue to crumble.
