The linkage in the windshield wiper mechanism is probably loose on the passenger side. I'm not sure how much you have easy access to on that car, but check that any nuts and bolts that you can see on the mechanism are snug.
FIrst you cannot use an undergravel filter with a sand sub. You need to go with dolomite or crushed coral. Honestly if you are new to salt water, dolomite will be a better choice for you. Many people have the missconception that the ocean bottom is sand. in fact where most fish live is polluted with crushed shells and only where the currents are great is it sand. Powerheads will sit on the top of the up tubes and draw water from the top to the bottom and out thru the top recirculating the tank. Ihave run an undergravel filter with my 30 salt but I also ran another filter at the same time. Honestly you don't need the undergravel filter if your tank is 40 or less.
I would never use undergravel filters for saltwater! I use live sand and live rock. Way better biological filtration there. Then mechanical filtration like a HOB filter or canister. Powerheads are good too such as the hydor koralia for water movement. But imo, undergravel is not good.
Both wipers are connected by a single arm that is under the cowl. Lift the hood and remove the screws to access the linkage. You may find that the arm has come off and needs to be put back on. There is a small C clip that holds it on and it may have broken.
hey your I awnserd your last question and based on what you said I wouldent use them becuae they only work if you use gravel. the saind of coral get suced into the power head and then it gets to hot and burns out the moter. not to mension that your tank will constantly have sand falling then getting stuck in the gills of the fish. I would use a watter fall filter.
