Why don't you try a baby sleeping bag ? You can get one that's only 1 tog and then you don't need to worry about the baby kicking off the covers.
Remember that baby's get heat rash really easyIt's good to keep them warm, but in a warm country like Mexico it is important to keep the baby nice and coolIf sweat builds up, they will get the rash.it's fairly common and goes away easilyJust do what you feel bestYou can always put two THIN blankets on him.lol.
I'm in the UK so the weather varies a lot but it's rare that it's scorching (could probably count the number of days of the year on one hand lol!)I generally have a few blankets in his cot bed, which is huge, and put him in a sleeping bag covered with one average thickness blanketIf he is too hot he kicks off the blanket (and his latest trick is he's learnt to take his sleeping bag and pyjamas off too!) and just snuggles down with the blankets at the end, and if he's too cold he keeps it all on and pulls some of the other blankets over him (he's 9 months old now)If you're talking about a newborn then I'd say if it's very hot just to swaddle in one thin layer and then put another thin sheet over the topTake your baby's temperature after a while and if s/he is ok then leave it at that, if s/he's too warm then remove the upper layer.
