Should I set my car alarm to go off every time my neighbor lets their dog bark its head off?

You know, oops! I‘ll just park my car so much closer to their house and, well Okay, normally I would never do such a thing. I have dogs. I know dogs bark. I would never let my dogs bark long enough to bother neighbors. This dog barks so much that it doesn‘t take a breath for over 2 hours. It‘s actually torture.

most cities have noise ordinance. type up a letter and put on your neighbors door that in interest of neighborly good will you are giving them a heads up before reporting their barking dogs. if they don't curtail the behavior, a fine or two will probably do the trick.
So you are planning on letting your car alarm bother everybody within hearing distance AS WELL as the racket from these dogs? Two wrongs rarely make a right. It would be far better, if you can talk to these people (which you probably can't without making a bad situation worse) - they may not realise their dog is kicking off (are they home?). On the other hand you could make a recording of the noise and involve your local authorities - especially if this happens during anti-social hours. Good luck though because even if I've kept loads of dogs over the past 40+ years, and never had a noise complaint (in fact people like to hear mine because it warns them somebody is prowling around outside), noise from other dogs left unchecked makes me MAD.
If the dog owners aren't at home what is the car alarm going to achieve? They are going to hear neither the dog nor the car alarm while you are hearing both. It is possible that the dog is barking his head off precisely because he is alone. First step is talking to the owners that it is a problem, next step is searching what your local ordinances are regarding dog barking. Then if the owners don't do anything you complain to your local authorities. I have no idea whether those ultrasonic devices to stop dogs barking work. I think they need to be fairly close to the dog (e.g. they are your next door neighbors). But it might be worth a try.
