A friend is making up a pamphlet to promote a group of people willing to come out and speak on specific topics. Is the proper use Speakers' Bureau or Speakers Bureau?A google search seems to favour Speakers, but it also brings up Speakers'.

The possessive form, with the apostrophe, is correct in general, but Speakers could be the name of the bureau, in which case Speakers Bureau would be correct. Outside the context of a name, use the apostrophe.
Speakers Bureau connotes a bureau made up of speakers. Speakers' Bureau connotes a bureau belonging to speakers. It depends on the meaning you wish to confer.
