Depends on how sensitive your fire alarm is. In a house, it usually won't because there is lots of room and the smoke is unlikely to gather next to a certain fire alarm. In a dorm or apartment, it probably would.
Go The foam will cushion and protect the art, the paper will keep the frame and surface from rubbing against plastic or foam, and the bubble-wrap will provide extra protection. All in all it will cost you from $25-40 dollars to provide what is a pretty standard way to ship art. Depending on how far it must ship, air freight (FedEx, UPS, etc.) will run from $50-100 for three day or one of the quicker delivery methods, but not overnite. I always ship mine air because they tend to be handled less. Airfloat makes art shipping cartons which are perfect and very protective, and reusable. . . but they tend to cost $70 or more just for the box and packing materials. I have designed my shipping methods to approximate the same kind of packing I get with Airfloat. If you are shipping to a show, use Airfloat, as they will need the box for shipping your art back to you. Never use peanuts or shredded packing material. If your painting is framed under glass, you may want to also use glass rotective film, that will keep the glass pieces together even if the glass were to get broken.
