a percent solution is usually weight to weight but the density of water is 1 so weight and volume are the same (gm mL) 400gm in 1L of water 40% NaOH has a molecular weight of 40 g/mol 40% solution is 10M (10M x 40 g/mol x 1L 400 gm NaOH) be very careful - use safety glasses/gloves/coat the solution will get very hot so I would suggest using a PP container and not glass measure out about 60% of the total volume of water and add the NaOH slowly bring the volume up to the final volume you may notice that less/more water is needed to make the final volume - this may be due to water in the air or water in the NaOH this is okay and is captured in the percent and Molarity as this is the molecular component in a set volume hope this helps
