It tactically does no good, especially for the medium you're talking about (brick or stone work). Giant berms worked great in the past against certain attackers, but the artillery was much weaker then. Also, you have to man the walls, which is more expensive than the way we do it today, Nowadays, a solid wall is only a minor obstacle.
