Talk to your neighbor first since you will remain neighbor for a while, whether on good terms or otherwise. If he refuses to do anything, call the local police and see if there is some local city ordinance regarding noise pollution and nuisance. They should be able to help you.
I think talking with the neighbor first is a great idea. If that doesn't help too much you have no choice but to preserve your sanity. I can either file a complaint, sue them for punitive damages (I think that's a term), or go for vacation until they replace the alarm system. Dunno, file a complaint.
