If you can't buy papers, i'm going to assume you can't buy a pipe or anything like thatSo i'd say google how to make a homemade bong or something.
I would mold the clay over a rough form, like the aluminum foil you describe, or a stryofoam cylinder For the ridges in the cactus skin, I would drag a dinner fork vertically along the surface to make groovesFor the spikes, I would break off round toothpicks(they even sell them in colors if you want get funky/abstract), with the sharp points sticking out I would also mold the clay with a wider base for stability, and then set it on a shallow pan with sand or pebbles in it, poured deep enough to cover the cactus base, and have a little desert sceneSounds like a neat little project.
