Is it a physics question you have... what is the whole question?
The force is that only if you apply force directly below the center of gravity which may not be the case. So it will be minimum force because thaere wil be some arm, torque etc involved too.
to hoist a bullock the force required=250*9.8 N =(1000/4)*9.8=9800/4=2445 N
