There's no difference to the sides regarding heatIt just looks that way because of the way it's manufactured; one side is against a roller.
I don't think it really makes a difference, but I was always told that the shiny side reflects more heat back on to the foodWhich makes since if you think about it, shiny surfaces reflect heat better than matte finishes.
It doesn't matter what side touches the foodIf you really want to keep things hot, may I recommend investing in a thermos? If your toaster oven has a broil setting use thatPlace the steak on a piece of aluminum foil on the pan that goes in the oven(the foil make clean up easier.) Place under the broilerBroil until the meat is browned then turn over and do the sameWith a piece of meat a half inch thick you are talking just a minute or two on each sideI probably would not bother with the toaster oven I would heat a pan real hot then lay the meat in the hot pan and turn it over in about 60 secondsA thin cut like that is hard to do.
