Third departments, armies, groups, enterprises, schools and other departments of the vehicle managers and passengers are not allowed to force and condone driver violation of these rules.
Fifth, driving, driving, and riding animals must be on the right side of the road.
Fourth, in the event that the regulations do not specify, vehicles and pedestrians must pass without obstructing traffic safety.
The personnel of the organs, the army, groups, enterprises, schools, vehicles, pilots and citizens as well as all personnel temporarily travelling to and from the city must abide by these rules and obey the command of the traffic police.
