No. Totally different properties. Magnetic means responds to ferro magnetism (is attracted to or perhaps repelled by a magnet), so generally it has iron in it. A magnetic material is usually some form of steel. There are somewhat deeper meanings about other kinds of magnetism than ferro-magnetism I think we can ignore. A non magnetic material may be wood, plastic, glass, brass, copper, gold, silver, water, air. Conducting in relation to electricity (not heat) means that material can carry the flow of electricity. Electrical conductors are usually metal like materials, ionic solutions (salt water), or ionised gases. Non conducting means an insulating material that does not carry electricity, so plastic, wood, glass are non-conducting, but brass, copper, gold, silver are conducting.
