Answer:

Have you tried consulting a Welding Engineer?
What's everything? Try scraping it off gently with a chopstick or a wooden ice cream stickIf it doesn't work, take a hot, wet dishcloth, and put it on the foilLet it sit for 10 minutes, then try again with the wooden stickIf it helps even a little bit, keep alternating hot pack with wooden stick scrapingYou could try vinegar and baking soda, tooOther than that, check the oven manual to see what kind of cleaners you can use in the ovenBut if you've tried everything, I suppose that wouldn't help too muchGood luck with it - most things come off with a liberal application of elbow grease.
I did the same stupid thing in my new oven with the hidden bottom elementI read all the remedies on the internet and tried them allThe one that worked the best was The Works toilet bowl cleanerAfter about 20 applications (let sit for 2 hours) over two days I am finally down to about a dozen small spotsUse a plastic putty knife for scraping and also a Brillo scraping padThe foil will actually fizz up when the toilet bowl cleaner hits itDon't forget to let it sit for a few hours each time before trying to get the foil offThe bottom of the oven is replaceableI don't know how much it would cost to have it replaced.
Take baking soda and water and make a pasteWork it around the edges with a washrag or spongeIf that doesn't work add a little vinegar and it will foam (don't use very much because you don't want it everywhere, I'm talking a very little soda and same on vinegar)All you need to do is get a corner open so it will peel offAfter use easyoff or whatever to clean up the rest.
