If you or someone you know could look underneath the vehicle and see if there is a leak in the lines, or the lines going directly into the the ABS breaking system. If you see any of those things, just get new brake lines, however, if there rust accummulation around the ABS unit itself, you may have to get that replaced as well. If it's an older model car, you may be able to save alot of money by simply buying it at a junk yard. Me, when it comes to safety, I always make sure the parts are going too work, especially if their coming from a junk yard.
Chances are, you just haven't gotten use to them functioning as they do. After a couple of years like this you should be aware of their operation but it probably doesn't kick in enough for you to see this. If there was something wrong , the ABS light would be lit up on the dash showing you a problem. I never liked the way my Totota Camry reacted in the snow here in NY but I got used to the ABS system and it has saved me from a very bad situation quite a few years ago. Without it , I probably would have rear-ended somebody in a sharp turn. So your best bet would be to take it to an open parking lot when it's covered with rainwater or snow and show someone what you are experiencing. Go ahead and hit them brakes. I'll bet your system is fine. Just as I wrote someone about this yesterday, don't let pressure off the brake pedal when it vibrates and makes this sound. Keep a steady foot pressure on the brake.
