Regular copper is simply Cu. Burned copper forms Cupric oxide, CuO. If the copper is pure, and the HCl is dilute, there will be no reaction, or a very slow one (if it's impure) because its reactivity is too low (Below Hydrogen) in the reactivity series. This is because copper metal is usually Cu2. Basically, the copper binds tighter to itself than it would with Cl. Burnt copper will react, creating water and copper chloride (CuCl2) because it can let go f the oxygen more easily. This is a double replacement reaction.
