i dont think it could cause a short circuit considering that, an electric stove basically is a short circuit, the coils on the burner are heated by a modified short circuit, however, grease and other crap can collect in these (bowl things) and if the metal bowl is touching the burner coil than it could heat up the metal bowl causing the old food residue in them to ignitei would take them out
You are supposed to keep those splash guards clean tooThe idea of having these is to keep the stove looking new but if those are full of grease then they will naturally catch fire.

No, they don't cause fires or smoking burners, not from any electrical causeThey are sold and used all over North America and are perfectly safe if used the way they're supposed to beIf you never replace them and a lot of crud gets in them under the burner, that can smoke or catch fire, same way it would if you didn't use the little foil trays and stuff built up under the burner.
