Ft. Lewis, i'm pretty sure that, it only applies to military uniforms, but i was stopped and ordered to take them out as i was walking around in my civilian attire, any information would be greatly appreciated.

Like they do in Hotels. They use a fabric steam cleaner, just like the ones they use for carpet cleaners. You spray, let it sit, and suck it up into the machine. Air dry for 24 hours. Put a plastic or rubber sheet underneath it after it drys. Protect yourself and the other disease it came with.
Easy you throw it out, and buy a new one. You can't get the stains out.
