Question:

What can &I& do?

To prevent anymore animal deaths including my own last night by speeding cars in my residential neighborhood. I was playing with my dog, Buster in my front yard when he ran across the street to chase a cat then ran straight across the street and an White SUV who lives up the street from me just hit him and didn't even stop! If I would have reached for him I would have been hit too, the driver didn't see us and the street is well lit. What can I do, post signs, speed bumps, etc other than the 30mph posted signs that the neighbors down the street don't abide to? Do to this heat wave we are having kids are playing outside late evenings too and Im concerned that one could be victum to a car hitting them because of their speed. Please help.Im mourning my family petand my husband confessed last night after Buster was hit that his Best cat friend, Kitty was hit in the same spot 3 months ago..Im very upset and need direction.

You already sound very responsible! I don't know if I'd let my child move out. But it sounds like your mother isn't being much of a mother anyway. Have you talked to your grandpa about this idea? Perhaps if you speak with your aunt and your grandpa, they'll be willing to speak to your mom and let her know that they're willing to take you in. Make sure they'll let you stay there before you go and start a possible fight with your mother! Also, beware that your mother may be too proud to admit that she has some housing issues. If I were youi'd just save up and buy my own doorthey're not that much. PROMISE! Tell your mom you want all of her stuff gone in like 2 months. Then if not tell her you'll gladly organize it into Boxes (you can buy them at walmart) and store them either in the basement or attic I don't think that you have a great reason to move out. Most would tell you to be happy you at least have a roof over your head. Call the police on ur neighbors for being loud. Most places have restrictions on loudness at night I can't say much about what to do when you have friends over. Just try and deal with it. Also, perhaps you can study at a library.
ask your grandfather if he'd be willing to let you stay with him and if he says yes ask your parents and tell them to let you atleast live with your grandfather for 1 year and see if it works out.
Outstanding question with many factual details. Simply put - for safety reasons and the high speed zones - road bicycles are prohibited from utlilzing the federal interstate road system. There was a Law passed on this by Congress in the 1950's or 60's which regulates this matter.
