Mythbusters tried to make a flash boiler cannon, so check that out. It didn't work all that well but it is an interesting idea.

A 'flash boiler' is a boiler chamber that is heated to high temperatures so that, when a small amount of water is introduced, it 'flashes' almost instantly to steam. There are a couple of articles about them on the web. The only application that I, personally, have ever seen was to generate some fairly impressive shock waves to simulate large explosive blasts.
