What is an additive scale and how do I create one if given a set of data (numbers)?
Get some advice to a friend who know a lot about cars. Go get the car specifications, cheapest price, quality, etc.
Take the car to a trusted mechanic and let them look it over. If the owner won't agree to that, go look somewhere else. If you need financing, try a local bank or credit union. Show them any credit history you may have such as rent, things bought with payments, job history etc. Hope this helps!
Your best plan would be to try and sort out the financing first. Once you have the financing worked out you'll know what you can afford. Once you have that information you can go car shopping anywhere. Private parties, dealers, you name it, you'll be good to shop anywhere. One thing to remember at this point is that different cars are more expensive to insure. When you find a car you want, find out how much insurance for that car will cost. When you find the right car, just call your lender and they'll cut you a check. Simple.
