Sidewall cracking is a sign of age. It's definitely time to replace them.
The tires are done. You can check the date code on them. Any tire more than 5 years old is trash. (The dealer doesn't WANT to know how old they are-you can bet he knows about date codes; they're the same for automotive tires.)
Replace the tires. The cracks are visible signs of rubber degradation. A motorcycle will not pass it's yearly inspection with cracks on the tire's side walls. National Highway Traffic Safety Administration (NHTSA) has done extensive research on this subject.
