The reason that these things were not noticed are at least four. 1. Most astronomers regarded the planets in the solar system as boring and were not looking at them. Almost all of the effort was on distant galaxies, neutron stars, quasars, pulsars etc which had then recently been discovered. 2. Until the development of charge coupled devices these things were not detectable from Earth. In the 1970s the biggest telescopes on Earth were in some cases 30 to 40 years old and depended on chemical photography which apparently is not sensitive enough. 3. There were no probes reaching the outer solar system until the 1970s. 4, There were no astronomical telescopes of any real size in orbit.
