I know about the plastic limit (PL), liquid limit (LL) and the plastic index (PI), but I cannot find a clear definition of what a plastic and liquid soil is.
the limit up to which soil exists in liquid state is called liquid limit. in this state the soil will flow under the application of small shear force. the limit up to which soil exists in plastic state is plastic limit. In this state the soil has plastic properties

The plastic limit is the moisture content at which it is possible to make a wire of approximately one-quarter inch in diameter by rolling the soil between two hands. The liquid limit is the moisture content at which soil starts to flow and act as a liquid. Soil is most compactable between the plastic and liquid limit, and most susceptible to rutting above the liquid limit. A simple method to determine soil readiness for tillage and traffic is the “ball test.” Take a handful of soil and squeeze it into a ball.
