I know about the plastic limit (PL), liquid limit (LL) and the plastic index (PI), but I cannot find a clear definition of what a plastic and liquid soil is.

The plastic limit is the moisture content at which it is possible to make a wire of approximately one-quarter inch in diameter by rolling the soil between two hands. The liquid limit is the moisture content at which soil starts to flow and act as a liquid. Soil is most compactable between the plastic and liquid limit, and most susceptible to rutting above the liquid limit. A simple method to determine soil readiness for tillage and traffic is the “ball test.” Take a handful of soil and squeeze it into a ball. If the soil molds together, it is in the plastic state and too wet for planting, tillage or field traffic. another answer: Plasticity: A measure of the extent to which a soil behaves in a plastic manner. The property can be measured as a plasticity index which is the difference in water weight between when a soil changes from a semi-solid to a plastic state, and when it changes from a plastic to a liquid state.
